Avoiding losing survivor benefits?

A relative of mine lost her husband a few years ago, she's been receiving survivor benefits. She recently wanted to get remarried but not lose her benefits so they had a wedding (big, public) but it was not legal, no license and the person officiating was just a friend not ordained. My question is will SSA consider this fraud or will they not care?
